Bulgur is made from durum or other hard wheat that is boiled (parboiling partially gelatinizes the starch), then dried and coarsely ground — a process that predates many other grain preparations by thousands of years. Fine bulgur needs only soaking in boiling water (15–20 minutes) to become fully tender and is the grain used in authentic tabbouleh, where the grain must be present but never dominate the parsley.
